They do not mention that the U.S. Army uses WP rounds as a mild incendiary that replaced flamethrowers. That said, the picture with the artillery rounds is pretty meaningless--any artillery battery will have a number of WP rounds for illumination or smokescreens. But I have no problem believing that these rounds do cause civilian injuries, even if they are not being deliberately misused.
